The following, which was advanced to third reading from the May 5,             
1996, calendar (page 4431), and which had been moved down the                  
calendar to follow CSSB 216(FIN)(title am) (page 4474), was read the

An Act making, amending, and repealing appropriations; making                 
an appropriation under art. IX, sec. 17(c), Constitution of the State          
of Alaska, from the constitutional budget reserve fund; and                    
providing for an effective date.                                               
                                                                               
Representative Hanley moved and asked unanimous consent that HCS               
2d CSSB 136(FIN) am H be returned to second reading for the specific           
purpose of considering Amendment No. 24.

Amendment No. 24 was offered  by Representative Hanley:                         
                                                                               
Add new sections to read:                                                      
		* Sec. __.  The sum of $250,000 is reappropriated from the                 
Power Project Fund otherwise subject to lapse into the general fund as         
of June 30 and August 10, 1994, in accordance with the former AS               
44.83.170(g), to the Office of the Governor for promotion of resource          
revenues and economic development on the North Slope, including                
education efforts for opening the Arctic National Wildlife Refuge for          
the fiscal year ending June 30, 1997.                                          
                                                                               
		* Sec. __.  DEPARTMENT OF ENVIRONMENTAL                                    
CONSERVATION.  The unexpended and unobligated balance of the                   
appropriation, not to exceed $400,000, made in sec. 12, ch. 79, SLA            
1993, as amended by sec. 10, ch. 8, FSSLA 1994, and as amended by              
sec. 96, ch. 103, FSSLA 1995 (research programs for prevention,                
containment, cleanup, and amelioration of oil spills - $2,950,000) is          
reappropriated to the Department of Environmental Conservation to              
develop a marine training program based on simulation which includes           
pilotage and bridge management training.

Insert the following:                                                          
It is the intent of the legislature that the Department of                    
Transportation and Public Facilities aggressively pursue federal               
highway funding for authorized projects.  If additional state                  
matching funds are needed to preclude the loss of the federal funds            
or delay of projects into fiscal year 1998, the department is                  
expected to identify this need to the finance committee in 1997 for            
early funding consideration.

Amendment No. 26 be adopted.  There being no objection, it was so
